Grotius
Hugo Grotius (1583–1645) was a Dutch legal genius, philosopher, theologian, and diplomat who helped lay the groundwork for modern international law. Born in Delft, Netherlands, he was a child prodigy—fluent in Latin and Greek by age 8 and publishing scholarly work at just 11.

Hugo Grotius places law above rulers and even above confessional division, arguing that justice binds all political power through reason and natural right. Grotius viewed international law as grounded in natural law. By grounding rights and limits on authority in principles that hold “even if God did not exist,” he advances a foundational claim of modern liberty: law restrains power because it rests on universal reason, not permission from rulers.
